Director, Military Munitions Response Program

JOB POSITION ROLE:

Provide executive leadership, strategic direction, and overall management of CAPE's Military Munitions Response Programs (MMRP) portfolio. The Director is responsible for ensuring that all MMRP-related operations, and munitions response activities are executed safely, efficiently, and in alignment with CAPE's Mission, Vision, and Values.

The Director provides executive leadership for CAPE's portfolio of MMRP work, including multiple concurrent munitions response projects across federal and commercial clients. The position plays a critical role in shaping CAPE's long-term growth in the munitions response market and ensuring the company maintains industry-leading technical, safety, and operational standards.

The Director oversees the planning, execution, and profitability of CAPE's enterprise-wide portfolio of munitions response projects conducted under the MMRP, establishing program strategy, technical standards, resource allocation frameworks, risk management protocols, and growth initiatives. Ensure that all munition response activities are technically sound, fiscally responsible, compliant with federal and state regulations, and executed with the highest level of safety and quality.

Serve as CAPE's senior authority on MMRP policy, munitions response operations, and MEC-related technical matters, and represent the company with federal clients, regulatory agencies, and industry partners.

RESPONSIBILITIES:

Strategic & Program Leadership

• Develop and implement the long-term strategic vision for CAPE's MMRP portfolio.
• Provide executive oversight of all MMRP projects to ensure technical excellence, safety compliance, fiscal responsibility, and client satisfaction.
• Final internal authority for program-level operational decisions, technical standards, and risk management strategies associated with CAPE's MMRP portfolio
• Establish program-wide goals, KPIs, and performance metrics.

Financial & Operational Oversight

• Lead continuous improvement initiatives to enhance operational efficiency and profitability.
• Maintain full P&L responsibility for CAPE's MMRP portfolio, including revenue forecasting, margin performance, backlog management, and long-term financial planning.
• Oversee budgeting, forecasting, revenue projections, and cost controls.
• Ensure projects meet or exceed established gross margin targets.
• Direct resource allocation (personnel, equipment, subcontractors) across all MMRP projects.
• Identify financial, technical, and operational risks and implement mitigation strategies.

Technical Authority & Compliance

• Establish and maintain company-wide technical standards, policies, and procedures governing munitions response activities conducted under the MMRP.
• Serve as the final internal authority for technical interpretations, risk acceptance decisions, and explosive safety matters associated with MMRP operations.
• Serve as senior subject matter expert on munitions response operations including UXO, DMM, and munitions constituents.
• Ensure compliance with CERCLA, RCRA, DoD policies, USACE/NAVFAC/AFCEC requirements, EM 385-1-1, and other applicable regulations.
• Oversee review and approval of technical approaches, work plans, ESS, ESP, RI/FS, HASPs, Quality Control Plans, and After Action Reports.
• Ensure explosive safety standards are consistently implemented across all projects.
• Monitor evolving Department of War policy, regulatory changes, and emerging technologies related to munitions response and MEC management to ensure CAPE maintains industry-leading technical capability.

Business Development & Growth

• Serve as CAPE's senior representative for MMRP-related engagements with federal agencies including USACE, NAVFAC, AFCEC, and other federal clients.
• Lead MMRP growth strategy and support capture planning for new opportunities.
• Interface regularly with Business Development personnel to identify and pursue new MEC/MMRP opportunities.
• Support strategic client engagement initiatives including industry days, technical interchange meetings, proposal site visits, and program-level discussions with federal stakeholders.
• Provide executive review of technical and pricing components of proposals to ensure compliance, competitiveness, and profitability.

Leadership & Workforce Development

• Champion and reinforce CAPE's explosive safety culture by ensuring that all munitions response operations involving MEC hazards are conducted with the highest standards of safety, accountability, and risk management.
• Direct and mentor Technical Managers, Operations Managers, Project Managers, UXO technician, and support staff.
• Develop succession planning and workforce development strategies for the MMRP portfolio.
• Promote a culture of accountability, safety, collaboration, and technical excellence.
• Actively participate in quarterly and annual performance evaluation meetings with direct reports.

Corporate & Cross-Functional Integration

• Champion change management initiatives and organizational improvements.
• Interface with Operations, Technical Services Group, BD Group, Finance, Safety, and Executive Leadership to ensure alignment and coordination.
• Support corporate initiatives, policy implementation, and strategic planning.
• Immediately communicate significant risks, incidents, or performance concerns to Executive Leadership.

MINIMUM EDUCATION REQUIREMENTS FOR THIS POSITION:

• Bachelor of Science (BS) or Bachelor of Art (BA) in engineering, environmental science, construction management, business, or related field required; ten (10) years of experience in the assigned market will be considered in lieu of Bachelor's Degree.
• Master's degree (MBA, MS, or related field) desirable

MINIMUM EXPERIENCE REQUIREMENTS FOR THIS POSITION:

• Fifteen (15)+ years of progressive experience in munitions response and unexploded ordnance (UXO) operations, including leadership experience managing MMRP, MEC, or related explosive hazard remediation programs and multi-project portfolios.
• Experience serving as a Program Manager, Operations Manager, Senior UXO Supervisor (SUXOS), Technical Manager, or equivalent senior leadership role within munitions response programs required.
• Demonstrated experience managing large federal contracts and multi-million-dollar budgets.
